China offers tax relief to overseas talent working in Greater

Based on the individual income tax differentials between the Chinese mainland and

Hong Kong, overseas high-end talent and professionals in short supply that work in the Greater Bay Area will g

et subsidies from Guangdong province and Shenzhen municipality to offset the differentials, according to the MOF.

The subsidies will be exempt from paying individual income tax.

The policy, effective from January 2019 to the end of 2023, applies to nine cities in Guangdo

ng — Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing, the ministry said.

It said the move aimed to encourage the development of the Guangdong-Hong Kong-Macao Greater Bay Area.

Consisting of the Hong Kong and Macao special administrative regions and the nine cities in

Guangdong, the area covers 56,000 square km. It had a combined population of about 70 million at the end of 2017.

There were 215 million single people in China at the

end of 2017, accounting for about 16 percent of the population, ac

cording to the National Bureau of Statistics. Marriage registrations have fallen every year

since 2014, while the divorce rate has risen for 16 consecutive years, according to the Ministry of Civil Affairs.

Dining, traveling and pursuing activities individually have also become increasingly popular with singles in China.

Tang Chuan, a researcher with Sinolink Securities, said that without family burdens, singles

seem to be less inclined to save money, and their willingness to spend offers great potential for boosting the economy.

Sinolink Securities conducted research on singles born from 1985 to 1995 and found that about 40 percent of those in first- an

d second-tier cities live from paycheck to paycheck, while in lower-tier cities, the proportion is as high as 76 percent.

said it provided tailored services for the major gov

ent, namely cracking down on organized crimes, crimes disrupting the poverty relief

program, and those ruining the national environmental protection campaign.

The Supreme People’s Court said in its report that it had fulfilled the task it set itself in 201

6 to “basically resolve the problem of difficulties in implementing court rulings in two or three years”, an achi

evement that has boosted judicial credibility and strengthened public confidence in the entire justice system.

National security, crimes endangering public safety, and the correcting of wrong verdicts have

been priority concerns on the national judiciary’s recent agenda, and they will no doubt continue to have prid

e of place, and not just this year, as they are of great significance to society’s overall stability.

School administrators asked to eat with students to strengt

People in charge of kindergartens, primary and secondary schools in China should eat with students at school can

teens to strengthen the safety of campus food, according to a notice issued on Monday.

It requires that administrators should keep record of each meal and resolve any food problems as soon as possible. Pare

The schools should publish the sources of the food to the public and invite parents to parti

cipate in the management and supervision of food safety and nutrition, the notice said.

Defense spending poses no threat to other nations, spokesm

China’s defense expenditure is for the protection of the nation’s sover

eignty, security and territorial integrity and does not pose any threat to other countries, ac

cording to Zhang Yesui, spokesman for the second session of the 13th National People’s Congress.

Zhang said at a news conference on Monday in Beijing that China always sticks

to the path of peaceful development and follows policies that are purely defensive in nature.

“To judge whether a country poses threat to other

nations, the key lies in its foreign and defense policies rather than the increase in its defense budget,” he said.

He made the remarks in response to a question on China’s perspective change to its defense budget this year.

few months after he assumed the office of Chief Minister of

Gujarat in late 2001, the state was wracked with violence in which more than 1,000 people — mostly Muslims — were killed.

Although his critics say Modi didn’t do enough to stop the violence, he has always denied any involvement and has never be

en charged with a crime. A supreme court ordered investigation in India cleared him of any blame or wrongdoing.

Now after five years at the helm, he is struggling to retain the support that

saw his spectacular rise in 2014 — in contrast to his Pakistani counterpart. Imran Kh

an, the former cricket star, has been in power in neighboring Pakistan for little over half a year.

”They’re at very different points in their political trajectory,” says Madiha Afzal, a visiting fellow in the Foreign Po

”At this point it does appear that Khan has a bit of a cooler head right now,” she said, referring to a speech Wedn

cumstances that brought about this latest cross-border crisis led to the deaths of 40 Indian paramilitary soldiers ear

lier this month in a suicide car bomb attack in Pulwama — part of India-controlled Kashmir.

Extended talks raise hopes there’s a deal in the offingChi

The extending of the talks between China and the United States to resolve their trade and econo

mic frictions will hopefully give substance to the optimism expressed by both sides that they can reach a deal.

US President Donald Trump, senior US officials, and Vice-Premier Liu He, the special envoy of President Xi Jinping, who is h

eading the Chinese delegation, all expressed the belief on Friday that the two sides have made significant progress to

ward reaching a comprehensive agreement that will put an end to the current trade standoff.

It is to be expected that the discussions at this stage will be the toughest test ye

t for the two teams of negotiators, and their task is not one to be envied. However, the un

scheduled two-day extension to their discussions indicates that tangible headway is being made in their joint effo

rts to find a mutually acceptable way to resolve their differences and put an end to their quarrel.

Given what was said on Friday, it seems the talks have gone more deeply and ext

ensively into the bilateral relationship than either side initially anticipated. As US P

resident Donald Trump observed, “we’re covering things that we didn’t even know we’d be covering.”

sq m, Tiantongyuan includes five major communities with

subdistricts that were built in 2000. In the first three years of the century, the population quickly rose to more than 100,000.

The family of Beijing native Du Bo moved to Tiantongyuan in 2005 because at 5,600 yuan per sq m the area was still relatively cheap.

“Our old home in Haidian district was scheduled for urgent demolition, so we had to find another place to live,” the 26-year-old said.

Though the family would have preferred an apartment in the downtown, Du’s parents could not afford

to move to such an expensive area. The urgency of the situation meant the family of four, which included his grandfather, had no alt

ernative but to move to the 120-sq-m, three-bedroom apartment in Tiantongyuan.

“Dirty” and “chaotic” were Du’s first impressions of the neighborhood. Unlicensed traders bloc

ked the roads, meaning people could not park their cars, and feral cats and dogs often ap

peared on the streets. As a result, some people simply bought apartments to rent to tenants.

Du said he has heard that in a building near his tower block, one bedroom can accommodate eight people. “It’s like a dormitory at college,” he said.

hina’s online payment platforms achieve record ‘red envelo

Digital transferring platforms run by China’s leading internet companies weathered mounting pressure from online transactions during the Chinese New Year c

elebrations with peak transfers reaching as high as 44,000 deals per second, domestic media reported on Tuesday.

As of late Monday, “red envelopes” worth 3.5 billion yuan was transacted through social media payment systems, according to Chinese media reports.

Sending “red envelops” stuffed with money through online payment tools to relative

s, co-workers and friends has become a new defining item for billions of Chinese during the Spring Festival.

The record occurred three seconds past midnight – the New Year’s Eve leading up to the Year

of Pig, Nets Union Clearing Corporation (NUCC) said, according to a report by chinanews.com on Tuesday.

The NUCC was founded by 45 shareholders, including 38 payment institutions, to en

sure  effective regulation and transaction security. The People’s Bank of China, the country’s central bank, is the largest shareholder.

Robert Aspell, president for Asia-Pacific of the US agricultural

nglomerate Cargill Inc, said the best way to solve trade issues is to talk to each other, communicating to find solutions.

“A large number of global companies have invested in China; it is a clear signal that Ch

ina is going to further open its markets, and many opportunities can be found in different sectors across the country,” he said.

Experts said the new progress, reached by collaborative efforts from both sides, can im

prove the outlook for both the US and Chinese economies and benefit the global economy and supply chain in 2019.

The Chinese and US economies are so inextricably intertwined that a blow to one would most li

kely make a dent in the other, too, said Bai Ming, deputy director at the International Market Institute of the

Beijing-based Chinese Academy of International Trade and Economic Cooperation.

This interdependence would exact far-reaching damage on the optimal resource allocation of both countries if trade tensions esc

alated, said Chen Wenling, chief economist at the China Center for Economic Exchanges. “The US needs C

hinese goods as much as China needs equipment and agricultural products from the US,” she said.
